Telemedicine Advice for Stroke Cases in Ceuta
Summary
INGESA is seeking round-the-clock remote specialist advice for stroke cases treated by its doctors in the Ceuta healthcare area. The provider will deliver real-time telemedicine support, with a neurologist and a radiodiagnostic specialist assessing patients, reviewing images and tests, and advising on diagnosis and treatment. A video consultation must begin no later than 20 minutes after a request, and the initial medical assessment and treatment recommendation must be sent to the hospital within 10 minutes after that consultation. Follow-up assessments are required 40 minutes after treatment begins and again after 12 hours, or earlier if the patient’s neurological condition worsens. The bidder must have an authorised healthcare centre, the necessary technical infrastructure, and at least one neurologist and one radiodiagnostic specialist available 24 hours a day, 365 days a year. The provider must install, manage and maintain a secure videoconferencing solution and make the equipment available to INGESA at no cost; round-the-clock incident support and a backup communication option are required. The provider must also hold at least one clinical training and case-review video session each quarter and submit quarterly reports and an annual activity report. The budget is EUR 76,877.01 including IPSI.
