Private security services for the Jugarama 2026 Christmas fair

Summary

The City of Ciudad Real is procuring private security services for the Jugarama 2026 Christmas fair at the IFEDI exhibition venue from 10 December 2026 to 5 January 2027. The service must be provided by uniformed, unarmed security guards equipped with the necessary communication and defensive equipment and personal protective equipment. The tender documents state a total workload of 1,090 hours and 30 minutes: one guard at the skating-rink pavilion from 14 to 18 December, 09:45–14:15 (22 hours 30 minutes); one guard on setup days, 10–13 and 16–18 December, 08:00–22:00 (98 hours); one guard continuously from 08:00 on 19 December until 22:00 on 5 January (424 hours); three guards on morning shifts on 21–23 and 26–30 December and 2–4 January, 10:45–14:15 (126 hours); three guards on evening shifts on 19–23 and 26–30 December and 2–4 January, 16:45–21:45 (195 hours); and two guards on extended evening shifts on 19–23 and 25–30 December and 1–4 January, 16:45–23:15 (225 hours). The bidder must be an appropriately authorised security company and submit a technical description of the service and a bid. The estimated value is EUR 21,810 excluding VAT, or EUR 26,390.10 including 21% VAT; the contract is not divided into lots. Price is worth up to 80 points. Service-improvement proposals are worth up to 20 points: a professional and ethical quality manual (up to 7 points), a service-delivery monitoring protocol (up to 7 points), and a continuous in-house training plan for security guards (up to 6 points). The contractor must keep a daily incident log and provide a daily report confirming attendance and delivery of the service. Guards must know how to use the security and fire-safety equipment, assist with evacuation if needed, and remain within their assigned area. Subcontracting is not permitted.
