Feasibility Studies and Pilot for Santiago’s Intermodal Public Bicycle System
Summary
The contract covers technical consultancy for the Dominican Republic’s INTRANT and the Santiago de los Caballeros City Council to prepare an integrated public bicycle system connected with public transport, SBP-Santiago. The consultant must prepare feasibility and pre-feasibility studies, assess mobility, infrastructure and demand, and design and evaluate a temporary pilot. Based on this work, it must develop the system’s final technical design and operating model, financial and economic assessments, environmental, social and climate analysis, legal and contractual arrangements, communications and training plans, and the tender documents needed for future implementation. The contract lasts 11 months; its estimated value is €140,000 excluding VAT and €169,400 including VAT. The notice gives a 15-day tender submission period unless subsequently extended. Bidders must demonstrate annual turnover of at least €105,000 and comparable contracts performed during the last three years with a value of at least the same amount. They must provide a seven-specialist team and the resources needed to carry out the studies and pilot. The pilot specification requires at least eight electric bicycles, although another passage in the technical specifications mentions ten; bidders should verify this discrepancy in the tender documents. The bicycles must be available for 3–5 days per month over three months, for at least four hours per day. The tender requires a technical memorandum of up to 10 pages; CVs and information relating to formula-based criteria must not be included in it, as this results in automatic exclusion. Both price and quality criteria are used, and bidders must obtain at least 20% of the points available for the subjective assessment to continue.
