Renewal of the MATLAB Campus-Wide License

Summary

The tender concerns renewal of the Universitat Politècnica de València’s MATLAB Campus-Wide License for the three academic years 2026/27–2028/29. The single, indivisible lot covers rights to use MATLAB, Simulink and Polyspace, together with the products and academic tools included in the license; products and features newly added by the manufacturer during the contract period will also be covered. Unlimited access is provided to university teaching staff, research and support personnel, and students for teaching, research and institution-related administrative activities. Licenses must be delivered electronically within five working days of a request by the contracting authority. The license includes software updates twice a year, bug fixes and technical support from the manufacturer by telephone, email and online channels. MATLAB Online, learning resources and courses, and, where available, MATLAB and Simulink AI assistance tools are also included. The estimated contract value is €398,507.55 excluding VAT, or €482,194.14 including VAT; the annual price is €132,835.85 excluding VAT. The contract runs for three years, cannot be extended, and alternative offers are not permitted. This is a negotiated procedure without prior publication, with one company invited; negotiations will concern the price, which is the sole award criterion. Participation requires evidence of the required turnover and comparable supplies, as well as an electronically signed European Single Procurement Document and a financial offer. The successful tenderer must provide a performance guarantee of 5% of the contract award amount excluding VAT.
