Guarding and security services in Toledo and maintenance of alarm and CCTV systems

Summary

The procurement covers guarding and security services at Toledo’s Foreigners’ Office and health laboratory, together with preventive maintenance of alarm and CCTV systems at three buildings: the Foreigners’ Office, the health laboratory and the Government Sub-Delegation building in Toledo. Two uniformed, unarmed security guards will work on weekdays from 8:00 to 15:00, one at each of the first two buildings. The contractor must also provide a 24-hour alarm response, verify and transmit alarm signals, hold keys and ensure that a guard attends an alarm call within 30 minutes. The systems must be inspected at least four times a year; following a fault report, a technician must attend within 24 hours and the system must be restored within 48 hours, except where a justified reason applies. Repairs involving additional cost to the contracting authority require its prior express approval. The contract runs from 1 January to 31 December 2027, with a possible one-year extension. The maximum price for 2027 is EUR 85,645.53 including VAT; the estimated total value including the possible extension is EUR 141,562.86 excluding VAT. The contract is not divided into lots and variants are not permitted. Price carries up to 49 points; offering a guard-presence monitoring system carries 21 points, and offering up to 80 free additional hours per year for special situations carries 30 points. Bidders must submit an electronic tender with the required qualification evidence, a detailed security plan, and operating protocols and procedures.
