Maintenance services for the headquarters and offices of the Gipuzkoa Provincial Council’s Department of Finance and Treasury

The Gipuzkoa Provincial Council is procuring maintenance services for the headquarters and offices of its Department of Finance and Treasury. The work includes preventive maintenance, planned and urgent corrective repairs, emergency response, and dismantling, moving and reassembling workstations, furniture, IT and telephone equipment. Work covers electrical, data and telephone installations, plumbing, metal and wood carpentry, painting, technical floors and ceilings, and furniture. Air conditioning, security systems, generators, the 30 kV transformer station, uninterruptible power supplies, lifts and automatic doors are excluded. Hourly work may be requested Monday to Saturday, 07:30–20:00; approximately 2,200 hours per year are estimated. The contractor must provide 24-hour breakdown and emergency coverage every day of the year and respond within no more than one hour. Work on public holidays and between 20:00 and 07:30 is billed at a 30% uplift on the hourly rate; approximately 30 hours per year are estimated. The annual fixed-price services include an updated equipment and installation inventory, workplace lighting-level measurements, electrical-panel thermography, gardening and the responsible contact person’s work. Gardening must be performed monthly for at least one full working day, amounting to 12 days per year. The inventory and lighting measurements are due in the first quarter of each year, and the thermography report must be provided annually. The tender budget is €98,039.86 excluding VAT (€118,628.23 including VAT). Maximum prices are €35.24 per ordinary working hour and €19,137.50 per year for annual services, both excluding VAT; the maximum emergency hourly rate is €45.81 excluding VAT. The contract runs for one year from 1 January 2027 or, if later, from the day after signature; up to three one-year extensions are possible. Price carries up to 85 points, appointment of a woman as the responsible contact person up to 5, environmental criteria up to 7, and free provision of a compliant indoor access lift up to 3. Bidders must meet the stated turnover and relevant-experience thresholds and provide a team and vehicles that comply with the technical specifications. Operatives need the first-class skilled-worker grade and specified safety training; the responsible contact person must have an engineering or technical-engineering qualification and attend the headquarters from 08:00 to 09:00 on each working day. Civil-liability insurance of at least €460,000 is required. The final guarantee is €4,901.99. The bid must include the required declarations and evidence. Optional scored commitments include Niagara 4 training, an alternative-energy vehicle and a compliant lift.
