The tender covers specialized services for organizing, managing and promoting Tolosa’s weekly market and special fairs, plus guided tours linked to the municipality’s historical, cultural and gastronomic heritage. It is divided into two lots and allows an integrated offer for both lots. Lot 1 concerns the market and special fairs, including marketing, event planning, logistics, safety coordination, newsletters, website and promotional content, merchandising, cultural and promotional activities, monitoring and reporting. Lot 2 concerns complementary guided tours, including three predefined tour formats: the Old Town, the market with local-product tasting, and Santa Maria Church. The contract lasts two years, with the services expected to start in October 2026 for Lot 1 and January 2027 for Lot 2. Extensions of one year plus one year are possible. The tender budget excluding VAT is EUR 260,000 for Lot 1 and EUR 34,370 for Lot 2; the budgets including 21% VAT are EUR 314,600 and EUR 41,587.70 respectively. The estimated values excluding VAT are EUR 624,000 and EUR 68,740. Bids are evaluated using multiple criteria: technical quality and methodology, price, staff experience, team composition and language skills. The technical section accounts for 49 points and at least 24.5 points are required. Bids must be submitted electronically, with the required responsible declaration, technical memorandum and financial offer. The successful bidder must provide a 5% final performance guarantee, civil liability insurance of at least EUR 100,000, and the personnel, premises and technical resources committed in the bid.
