Design and implementation of a fare simulator

Summary

The contract covers the design and implementation of a fare simulator for the Gipuzkoa Territorial Transport Authority. The supplier must use one full year of ticketing data to model new fare scenarios and assess their effect on passenger flows and revenue. The tool must handle two concurrently used data sources, reflect the transition to the MUGIV system, provide intuitive real-time simulations, dashboards and Excel export, and support annual data updates. The work is divided into three phases over 30 months: one month for model design, five months for development, infrastructure, additional data and pilot validation, and 24 months of consulting, analysis, advice and model updates. The contract value is EUR 120,000 excluding VAT, plus EUR 25,200 VAT. A 5% final performance guarantee is required, and the contractor must maintain professional liability insurance covering at least the base tender budget. The award uses multiple criteria. Technical quality carries 49 points and price 51 points, with up to 5 additional points for an equality and work-life balance measure. The technical offer must obtain at least 35 points or it will be excluded. The tender must be submitted electronically in the required separate sections, with a financial offer and a technical offer. The contractor must also provide training, user support, documentation and the necessary licences and server infrastructure.
