Design, modernisation, development, implementation, production launch and maintenance of the new MUGI website

Summary

The tender concerns the design, modernisation, development, implementation, production launch and maintenance of a new MUGI public website. The contractor must deliver a fully operational, multilingual and mobile-adapted solution, including functional analysis, UX/UI and graphic design, development, CMS implementation, integrations, content migration, testing, training, documentation, warranty support and corrective maintenance. The website must support Spanish, Basque, English and French; integrate existing user, card cancellation, journey planning, transport lines and stops, recharge-point, chatbot and other public services; preserve relevant historical content; and provide accessible, secure, scalable and maintainable architecture. Requirements include UNE-EN 301 549, WCAG 2.2 AA, Royal Decree 1112/2018, the Spanish National Security Framework, OWASP recommendations, SEO functions, analytics and a widely used non-proprietary CMS. The estimated contract value is EUR 60,000 excluding VAT, with a EUR 12,600 VAT amount, and the contract lasts 30 months without an extension. The work is divided into a one-month design phase, a five-month development and launch phase, and a 24-month consulting, analysis, advisory and model-update phase. The tender is not divided into lots. A 5% final performance guarantee is required, together with professional or product liability insurance covering at least EUR 60,000. The contractor must perform at least 75% of the service itself. Awarding uses a technical offer worth up to 49 points and formula-based criteria worth up to 51 points, with price carrying 51 points and equality and work-life balance potentially carrying up to 5 points. The technical offer must achieve at least 35 points and may not exceed 35 pages. The deadline stated in the notice is 28 September 2026.
