Preventive, corrective and evolutionary maintenance and new features for mobile applications and customer information systems

Summary

The tender covers a three-year, single-lot service contract for preventive, corrective and evolutionary maintenance, support and development of new features for Empresa Municipal de Transportes de Madrid’s mobile applications and customer information systems. The scope includes the EMT Madrid, BiciMAD, Parking Madrid, Madrid Mobility 360 and other customer-facing applications, the “Navega por Madrid” website, payment and identity services, APIs, push notifications, campaign management and related web or mobile systems. Most mobile applications use native technologies; Madrid Mobility 360 uses Flutter, “Navega por Madrid” uses ASP.NET, and the campaign manager uses JavaScript on Node.js. The estimated value and tender budget are EUR 1,666,800 excluding VAT, or EUR 2,016,828 including 21% VAT. The contract is demand-based and is invoiced according to services and hours actually used. The bid deadline is 24 September 2026. Offers are submitted electronically and remain valid for six months from the opening of the automatically quantifiable criteria envelope. The successful bidder must provide preventive, corrective and evolutionary maintenance, incident resolution, operating-system and device updates, usability and design adaptations, new functionality, legal adaptations, store management, product-owner services, testing, security and knowledge transfer. Price accounts for up to 40 points, technical quality for up to 25 points and other automatic criteria for up to 35 points. These include additional graphic designers, performing product-development services from workplaces in Madrid, and documented experience with accessible mobile applications published in both Android and iOS stores.
