Natural ice skating rink at Jugarama

Summary

This service concession covers installing, operating and removing a natural-ice skating rink of at least 500 m² at the IFEDI fairgrounds in Ciudad Real for the Jugarama 2026 Christmas festival. The work includes a refrigerated floor with aluminium pipes and insulation, pumping and cooling systems, safety barriers, skates and other equipment, visitor assistance, access control, daily ice maintenance, and prompt repairs and replacement of equipment when needed. The rink must have a maximum capacity of 100 people. The contractor must provide at least 180 pairs of skates in sizes 24–47, 20 pairs of children’s double-blade skates, 8 skating aids for young children, 8 skate lockers, 2 customer-service counters, 8 benches and 20 children’s helmets. The rink will operate from 14 December 2026 to 4 January 2027; installation is scheduled for 10–13 December, and approximately two days are allowed for dismantling. The municipality provides the site, electricity and water free of charge. The concessionaire bears the installation and operating costs and earns revenue from admission fees. The maximum ticket price is €4 and includes skate hire, hygienic foot covers, helmets for children where legally required, and use of the available supplementary equipment. Each visitor must receive at least 20 minutes of skating time; the 10 minutes for preparing to enter and leaving the rink do not count toward that minimum. The concessionaire bears the actual demand and operating risks; the municipality guarantees neither visitor numbers nor income. Bids are scored out of 100: additional rink area, up to 20 points; additional pairs of skates, up to 20 points; a maintenance and incident-response plan, up to 10 points (10 points for response within one hour and 5 for response within two hours); supplementary equipment, up to 20 points; a service-monitoring protocol, 10 points; and staff assigned to operate the rink, up to 20 points. Bidders must demonstrate the required financial and technical capacity and provide the specified technical and safety evidence.
