Group and Community Social Intervention in the Puerta del Ángel-Lucero and Caño Roto Neighbourhood Plans

Summary

This procurement covers two social-service lots: neighbourhood mediation and community engagement in Puerta del Ángel-Lucero, and open-air group and community social work in Caño Roto. The aim is to prevent conflict and social risks, improve community relations, support intercultural understanding and civic participation, and encourage appropriate use of public spaces. Activities in Caño Roto are primarily for children, young people and adults and include community work, leisure activities and sports workshops. A bidder may tender for only one lot. The contract runs for 24 months, with an expected start date of 1 November 2026; no service is provided in August. It may be expressly extended for up to a further 24 months. The total budget for both lots is €474,377.08 excluding VAT and €521,814.79 including VAT. Bidders must submit a practical technical project of no more than 30 pages and demonstrate the required annual turnover and experience in similar services for the chosen lot. Staff must meet specified qualifications and have at least two years of relevant professional experience; for Lot 2, the bidder must secure suitable premises in the Caño Roto settlement. The technical project scores up to 40 points and price up to 30 points. For Puerta del Ángel-Lucero, suitable premises in those neighbourhoods score up to 25 points, and a commitment to retain the staff initially assigned to the service scores 5 points. For Caño Roto, technical enhancements score up to 25 points: an annual free eight-hour outing for up to 50 participants and 50, 100 or 150 additional hours per year; retaining the assigned staff scores 5 points. Before contract award, the successful bidder must provide liability insurance of at least €200,000 with no deductible and establish a final guarantee equal to 5% of the final offered price excluding VAT.
