Cafeteria and dining service concession for the Centre for Human and Social Sciences

Summary

This is a restricted-procedure concession for operating the cafeteria and dining service at the Centre for Human and Social Sciences of the Spanish National Research Council in Madrid. The service runs for 18 months from 1 December 2026, with possible extensions of up to 18 additional months in 9-month periods. The contracting authority makes no payment: the operator is paid directly by users. The operator must provide cafeteria and dining services on working days, including breakfasts, lunches, salads, sandwiches, drinks, special dietary menus and catering for meetings and events. The service must normally be open from 08:00 to 16:00 for the cafeteria and from 13:00 to 15:30 for the dining room, Monday to Friday. Prices are submitted per item and may not exceed the maximum prices in the tender documents. The estimated contract value is EUR 1,403,181.81, including the possible extension. At least five candidates will be selected for the second stage. Selection is based on financial turnover and the required technical or professional experience or, for newer businesses, qualified technical personnel. The successful operator must provide five service workers, maintain strict food hygiene and quality controls, clean the premises and equipment, manage waste sustainably, provide the required insurance and submit regular evidence of staffing, wage payments, tax and social-security compliance. The final guarantee is 5% of the total business value; an additional 5% guarantee applies if the accepted offer was considered abnormally low.
