Acceptance and recovery of biowaste 2027

Summary

The tender concerns the 2027 acceptance, collection, transport and proper recovery of separately collected biowaste and soft organic material from the Euskirchen district. The estimated quantity is 1,200–2,000 tonnes, collected at the composting plant in Mechernich. Collection from household waste bins is not part of this contract. The contractor must provide containers, collect and transport the waste, and process it at an authorised recovery facility. The offer must name the facility and provide for continued service at another authorised facility if it is unavailable. Before the first collection, the contractor must deliver two empty containers of at least 30 m³. At each collection, the full containers must be exchanged for two empty ones, and the contractor is responsible for securing the load. The average volume is approximately 55 tonnes per week, with normal weekly fluctuations of up to 50%; fluctuations may be greater during extreme dry periods. Collections take place Monday to Thursday, 08:00–16:00, with the precise schedule agreed weekly. The service period is 19 April to 19 November 2027. The price offer must show separately the costs for acceptance, transport and logistics, and the price for recovery or disposal. Prices are fixed for the entire contract and must include all costs; 1,600 tonnes per year is the evaluation quantity. The cost of emissions allowances valid for 2027 must be included and itemised separately on invoices. Offers are due by 23 October 2026 at 10:00. The bidder must submit a suitability declaration and details of comparable work from the last three years; further participation and evidence requirements are set out below.
