Conversion of Johann Ettinger German High School into a Nearly Zero-Energy Building
Summary
The contract covers energy-efficiency improvements to three parts of the Johann Ettinger German High School complex in Satu Mare: the school building, dormitory and canteen, with the aim of converting the complex into a nearly zero-energy building. Works include building insulation and renovation, replacement of windows and doors, upgrades to electrical, water and sewerage, heating and ventilation systems, installation of heat-recovery ventilation and photovoltaic panels, automation, testing, commissioning and as-built documentation. The works period is 24 months, and the estimated value is RON 22,784,283.36. Bidders must demonstrate at least RON 20 million in relevant completed works during the previous five years, prove lawful registration and submit an electronic bid with the ESPD, technical proposal and financial proposal. A RON 200,000 tender guarantee is required and must remain valid for at least six months. Evaluation assigns 80% to price, 10% to the additional works warranty and 10% to the additional photovoltaic-panel warranty. The works warranty must be at least 60 months; the maximum period counted for scoring is 96 months. Manufacturer evidence must be provided for the photovoltaic-panel warranty.
