Winter and preventive and routine maintenance of municipal roads in Kyustendil

Summary

The contract covers winter maintenance and preventive and routine maintenance of the municipal roads of Kyustendil Municipality. The service area includes 292 km of municipal roads and totals 372.30 km when roads leading to cemeteries, remote settlements and transformer stations are included. Winter services include round-the-clock readiness, snow and snowdrift clearance, anti-skid treatment, and provision of the required machinery and materials. Response times depend on the assigned maintenance level: up to 2 hours for level-one roads, up to 5 hours for level-two roads, and 8–12 hours for the remaining routes. Preventive and routine work, such as verge maintenance, vegetation clearance, pothole repairs, and cleaning culverts and ditches, will be ordered separately in writing when needed and paid for according to the quantities actually completed and the agreed unit rates. No minimum volume or value is guaranteed for this work. The planned contract term is 12 months and the estimated value is EUR 324,666.67. Tenders are evaluated by lowest overall price, with winter maintenance weighted at 70% and preventive/routine maintenance at 30%. Bidders must demonstrate the specified relevant experience, have the required fleet of machinery, and have at least three operational bases within Kyustendil Municipality. Tenders must be submitted electronically by 23:59 on 5 November 2026. No tender guarantee is required; on signing the contract, the successful bidder must provide a performance guarantee of 2% of the contract value and, if an advance is paid, a guarantee equal to the advance amount (20%).
