Preparation and delivery of hot lunches for people in need in Varna Municipality

Summary

Varna Municipality is procuring the preparation and distribution or home delivery of hot lunches for up to 300 people in need within the municipality. The service includes preparing meals in a kitchen that complies with food-safety law, packing them in single-use packaging approved for contact with food, and serving them at the kitchen or a distribution point, or delivering them to recipients’ homes. The municipality will make a distribution point available at 4 Drava Chehi Street. The contract is planned to run from 1 December 2026 to 16 July 2027; if additional funding is secured, the municipality may unilaterally extend it until 31 December 2027. Bids will be evaluated on the response time for complaints (40%) and the number of desserts included in the meal price per week (60%); dessert scoring ranges from one to five per week. The estimated contract value is EUR 231,173.50, including an extension option valued at EUR 91,672.25 excluding VAT. No bid guarantee is required, but the successful bidder must provide a performance guarantee before signing the contract: 3% of the contract value excluding the extension option, or EUR 4,185.04. If the extension is exercised, an additional guarantee of EUR 2,750.17 is required.
