Supply of digital forensics hardware and software
Summary
The procurement comprises five lots for digital forensics hardware and software: one mobile data acquisition, extraction and processing unit; one stationary system for processing data from mobile devices, including a storage unit; 20 laptops for analysing digital evidence; and Cellebrite and MSAB software licences or equivalent products. The estimated total value is RON 1,054,730 and the delivery period is four months. Bids must be submitted electronically and remain valid for four months; no tender guarantee is required. A bidder may submit offers for up to five lots. For Lots 1–3, bids are evaluated on price (40%) and technical and environmental characteristics. Factors include storage capacity, RAM and warranty; packaging characteristics are also assessed for Lots 1 and 2, and the accessory manufacturer is assessed for Lot 2. For Lots 4 and 5, price is the only award criterion. The bidder and relevant partners must submit the European Single Procurement Document and demonstrate legal registration, beneficial ownership and professional capacity. Similar supply experience is required from the preceding three years: for Lot 2, a combined value of at least RON 100,000 excluding VAT, and for Lot 3, at least RON 600,000 excluding VAT, each across no more than three contracts. Lot 1 requires similar hardware supply experience, while Lots 4 and 5 require experience supplying or updating software; no minimum value is stated for those lots.
