Concession for waste management, street cleaning and snow clearance services in Chiajna

Summary

Chiajna municipality is granting a 120-month concession for local waste management and public-area maintenance services. The work covers separate collection and transport of residual, biodegradable, recyclable and packaging waste, bulky waste and construction and demolition waste; removal of waste abandoned in public areas; manual and mechanical street cleaning and washing; emptying street bins; cleaning road gullies; gritting and snow clearance, including snow transport. The estimated total contract value is RON 703,232,481.01. Bids must be delivered to the Chiajna municipal administration registry by 12:00 on 4 November 2026; electronic submission is not permitted. Bidders must meet requirements concerning registration, a professional licence, turnover, quality and environmental management, and relevant experience. The successful contractor must provide a performance guarantee equal to 5% of the contract’s annual value excluding VAT within five working days of signing. Evaluation takes account of service tariffs and the number of new special-purpose vehicles meeting at least Euro 6 emissions standards; new hybrid or electric vehicles receive a 1.1 multiplier.
