The procurement covers rolls of Concertina-type razor wire, or a technically equivalent product, for perimeter barriers and protection. It is divided into regional lots, with deliveries made to municipalities in the relevant region as orders are placed. The technical specification for the Vilnius region gives an estimated quantity of 100,000 metres of blocked perimeter; the buyer is not obliged to purchase the entire estimated quantity. The supplier must include transport, unloading and carrying the goods to the buyer-designated location in its price. Orders may be placed for up to 34 months after the contract takes effect; each order must be delivered within 30 calendar days of receipt, and the contract may last up to 36 months. The minimum order is 1,000 metres. The bid must state the product price and provide evidence of compliance with the technical requirements.
