Development of the eBon Manager software application

Summary

The procurement is for development of the eBon Manager software application. The work covers analysing the current situation; designing and developing all system components; testing, validation and acceptance; deploying the application into production; preparing and updating its documentation; training the beneficiary’s staff; and project management. The planned contract duration is 11 months, and the estimated value is RON 15,735,537.19 excluding VAT. The bidder must demonstrate at least RON 10,000,000 in comparable software development and system deployment services delivered during the previous three years, using no more than three projects or contracts. The bid must include a project-specific technical approach, schedule, resources and team responsibilities. Price accounts for 40% of the evaluation; the remaining points concern the technical approach, resources, schedule and the experience of seven single-person key roles. Bids must be submitted electronically, and participation requires completion of the European Single Procurement Document.
