Summary

The contract covers the supply, development, implementation, testing and commissioning of integrated digital solutions to digitise public services in the municipality of Sânpaul. It includes an interoperable e-government platform, a digital-services portal and applications, AI-based chatbots and digital assistants, data analytics and open-data solutions, and an e-learning platform. The work also includes systems integration, interoperability and cybersecurity, staff training, technical support and maintenance. The bidder must be legally registered in its country of establishment and demonstrate, over the previous three years, successful delivery of similar digital-solution or IT services worth at least RON 1,600,000, covered by no more than three contracts. A RON 19,000 tender guarantee must accompany the offer. The successful contractor must provide a performance guarantee equal to 10% of the contract value excluding VAT. The award assessment weights price at 40%, the warranty and maintenance period at 16%, the implementation methodology and resource plan at 24%, and the experience of four key experts at 20%. The minimum warranty and maintenance period is 12 months; a shorter period makes the offer non-compliant.
