Reconstruction of the A15 Vilnius–Lida road section and construction of an intersection

Summary

The procurement covers reconstruction of the A15 Vilnius–Lida road section from km 11.086 to km 11.603, including construction of an intersection at km 11.424. The contract includes preparation of the technical working design, supervision of the design’s implementation and construction works. The procurement is not divided into lots and includes project-related preparation as well as construction; green procurement conditions and building information modelling requirements apply. Bids must be submitted electronically in Lithuanian. Tenderers must provide a signed bid, the European Single Procurement Document and a declaration of compliance with national-security requirements. A bid guarantee of at least 2% of the bid value excluding VAT is required, and the bid must remain valid for at least three months after the submission deadline. Bids are evaluated on the price-quality ratio; alternative bids are not permitted. The winning tenderer must provide a contract-performance guarantee of at least 5% of the contract price excluding VAT.
