Advanced Combustion Optimisation System (ACCS)

Summary

The tender concerns the supply of an Advanced Combustion Control System (ACCS) as a single lot for furnace lines 1 and 2 of IVAGO’s waste-to-energy plant. The scope includes design, supply, configuration, integration, testing and commissioning within the existing control environment. The solution must complement the basic SCADA control, automatically adjust setpoints, and provide monitoring and reporting functions. The objectives are to stabilise combustion and steam production, increase waste throughput and energy output, and reduce auxiliary fuel use, operator interventions and the raw materials needed to control emissions. The system must support continuous operation and address availability, reliability and cybersecurity. The supplier must provide a sufficiently powerful computer-based server or workstation and all necessary software, licences, communication components and configurations. Installation may take place during a planned plant shutdown in 2027, after 31 March 2027. The supplier must be ready for implementation by 31 March 2027 at the latest. The contract will be performed for a fixed lump-sum price. Price carries 70% and quality 30% of the award criteria. Electronic invoicing is required. Bidders must meet the turnover, reference, quality-system, ESPD and tender-guarantee requirements.
