Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must provide the required confirmations concerning exclusion grounds. These include final convictions within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the use of child labour or other forms of human trafficking. Grounds also include unpaid taxes or social security contributions; breaches of environmental, social or labour-law obligations; bankruptcy, insolvency, liquidation or comparable proceedings; suspension of business; serious professional misconduct; agreements with other undertakings intended to distort competition; conflicts of interest that cannot be avoided by other means; and involvement in preparing this procurement where an resulting competitive advantage cannot otherwise be remedied. Further grounds include significant or persistent failure to perform previous public contracts resulting in early termination, damages or comparable sanctions; false or misleading information, withholding required information or failing to provide requested documents; attempts to improperly influence the procurement or obtain confidential information; enabling a foreign national to work without a legal basis; international sanctions that would make the contract unlawful; and convictions for tax offences. Where a ground applies, the bidder may provide information about remedial measures where permitted.

Qualification criteria and exclusion grounds

The bidder must have properly performed at least two contracts for deep floor cleaning with wax removal and waxing during the 36 months preceding publication of the contract notice. The contracts may still be in progress. The bidder must have performed the required work itself and may not rely on another entity’s resources to meet this requirement. The tender passport must include a list of the contracts, with their dates, values and contracting parties; confirmations from the other contracting parties must accompany the tender. The bidder must submit a statement of participation and, for a joint tender, a power of attorney and confirmation of joint and several liability. The offer must comply with the tender documents and the work-performance conditions. The cleaning and wax-removal agent must be intended for professional use, suitable for the floor material and work method, and used in accordance with the manufacturer’s instructions. Wax or another protective or maintenance product that reduces slip resistance or changes the surface structure must not be used on safety flooring. The bidder must identify the manufacturer and product name of the finishing wax and submit its product data sheet. The product must be a professional floor-protection or finishing product, suitable for the floor material, and form a uniform, durable, routinely maintainable protective layer when dry. It must withstand alcohol and alcohol-based hand antiseptics and be suitable for healthcare settings; withstand ordinary floor-care methods; not make the floor unjustifiably slippery or damage the floor covering, its colour, structure, joints or other functional properties when correctly used; and allow the protective layer to be removed when necessary without damaging the floor. If the data sheet does not demonstrate compliance, the bidder must provide another manufacturer-issued document or equivalent evidence. The proposed finishing wax must be used throughout the contract period. The tender price must follow the specified price form and be final, with no additional payments or costs. No precise award-scoring criteria are stated in the available documents; check the official tender documents for these details.
