Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must declare whether it or its relevant representatives have been convicted within the last 5 years of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or offences involving child labour or human trafficking. The grounds also cover outstanding tax or social-security obligations, including tax debts; the notice sets a threshold of EUR 0, while noting that in Estonia a tax-debt certificate is not issued for debts below EUR 100 (excluding interest not determined by an administrative act) or where payment has been deferred. Foreign bidders are assessed under the rules of their country of establishment. Other grounds include bankruptcy, insolvency or liquidation proceedings, administration of assets by a liquidator or court, suspension of business, an arrangement with creditors, serious professional misconduct, breaches of environmental, social or labour-law obligations, agreements with other businesses intended to distort competition, an unmanageable conflict of interest, involvement in preparing this procurement that creates an unavoidable competitive advantage, and early termination or comparable sanctions for a previous contract. Grounds also include false or misleading information, withholding required information or documents, seeking confidential information improperly, enabling the illegal employment of a foreign national, tax offences and restrictions on the bidder’s eligibility based on its place of establishment. Contracting with an entity subject to an international or Estonian government sanction is also a ground for exclusion. Where permitted, the bidder may provide evidence of measures taken to restore its reliability.

Qualification criteria and exclusion grounds

The bidder must meet these qualification and compliance requirements: - In each of the last three completed financial years, its net turnover must have been at least EUR 300,000. For calendar-year financial periods, the relevant years are 2023–2025. The bidder must provide the turnover figures by year in the procurement passport. - The bidder must have completed at least one contract in electronic communications and measuring technology during the 36 months before the procurement began, with a completed value of at least EUR 160,000 excluding VAT. The procurement passport must state the buyer’s name and contact details, the contract subject, performance period and value. For an earlier or ongoing contract, state the value performed during the relevant 36-month period. - The technical offer must identify the proposed equipment’s manufacturer and model and provide the information needed to assess compliance with the technical description. Any claimed equivalence must be explained and supported with evidence. - The equipment must have a warranty of at least 3 years. The bidder must provide written confirmation of the warranty period and weekday technical support by email and telephone during the warranty period, including support contact details. - The total price must include transport and delivery costs, including customs and similar charges, to the University of Tartu at Observatooriumi 1, 61602 Tõravere, Estonia. - The bidder must confirm that its offer remains valid for at least 3 months from the submission deadline. If selected, it must sign and return the contract within 5 calendar days after receiving the contract signed by the contracting authority. - The bidder must provide the required procurement-passport information. For a joint bid, all joint bidders must submit procurement passports and provide an authorisation and confirmation of joint and several liability. An authorised representative’s power of attorney is required if their authority is not evident from the relevant register. - The bidder must provide the names and personal identification codes of authorised persons who are not identifiable from the relevant register, or confirm that it has no such persons. It must also provide any requested ownership, beneficial-owner, subcontractor, supplier or relied-upon entity information needed for sanctions checks. The bidder must confirm that the goods are not subject to international sanctions and do not originate from sanctioned regions; that more than 50% of its ownership is not held directly or indirectly by Russian citizens, residents or entities established in Russia; and that it is not acting for or under the instructions of such persons or entities. No more than 10% of the contract value may be performed by prohibited Russian-linked subcontractors or suppliers, or by entities of whose capacity the bidder relies, as specified in the tender documents. - The bidder must submit the required participation confirmations, including acceptance of the tender conditions and confirmation that it has no competition-distorting conflict of interest with the contracting authority. Any trade secrets in the offer must be identified and their confidential status justified. No award-scoring criteria are specified in the provided documents.
