Compliance requirements
A bidder will be excluded if it has outstanding debt for national taxes, instalments or environmental charges, or unpaid social tax liabilities under the legislation of its country of establishment. A bidder established outside Estonia must submit a valid certificate from the competent authority in its country of establishment confirming that it has no tax debts. This condition applies to all lots.
Qualification criteria and exclusion grounds
The bid must comply with the tender documents and include the required information and documents. The bidder must confirm that the equipment and materials are new and provide a technical description stating the type, model and quantity of the proposed equipment. The description must enable verification against the technical specification and construction project; the bidder must confirm compliance and identify any deviations separately.
The bid must state the total project price using the provided pricing form, the project completion date or duration from contract signature, and the assumptions within the contracting authority’s responsibility for project implementation. It must also describe the storage system’s warranty period and terms and include the battery manufacturer’s relevant declaration. The bidder must provide a declaration that the system’s batteries are manufactured by a Tier 1 company, and describe how the system will receive at least 75% of its energy each year from the contracting authority’s solar power plants.
The bidder must provide a list of battery parks constructed in 2025 and 2026 showing that at least 5 storage stations, each with a capacity exceeding 1 MWh, were installed in each of those years. The bidder must submit a list of its employed electrical engineers and manufacturer certificates authorising them to install the proposed equipment. The bid must also describe after-sales service and spare-parts availability and confirm that it remains valid for at least 4 months from the bid submission deadline.
