Poultry house design and construction works

At the time of bid submission, the bidder must not have outstanding debts relating to national taxes, charges or environmental fees. A debt below EUR 100, or a debt whose payment has been deferred, is not treated as outstanding tax debt for this requirement. For a foreign bidder, tax debt is assessed under the laws of its country of establishment.

The bidder must hold a valid professional liability insurance policy with coverage of at least EUR 1,000,000. Its net turnover must have been at least EUR 7 million in each of the last three financial years. The bidder must be able to finance the total contract cost, including design and construction costs and the cost of final financing. Within the last five years (60 months), the bidder must have completed construction work on three similar livestock buildings, including fur-animal or poultry buildings, each with an area of at least 3,500 m². Its design experience must cover two similar projects of at least 3,500 m² each within the same five-year (60-month) period. However, the bidder confirmation question associated with the construction experience requirement refers to designing two similar projects; this discrepancy should be checked in the tender documents. The construction project manager must hold a valid Level 7 civil engineering professional qualification and have experience constructing two similar buildings within the last five years (60 months), each of at least 3,000 m². The construction site manager must hold a valid Level 6 civil engineering professional qualification and have the same experience with two buildings of at least 3,000 m² each within the last five years (60 months). The design project manager must hold a valid Level 7 civil engineering professional qualification and have experience constructing one similar building of at least 3,000 m² within the last five years (60 months). By submitting a bid, the bidder confirms acceptance of the tender document conditions; conditional bids are not permitted. The bid must comply with the tender documents, and any equivalence must be explained and supported with evidence where necessary. The price must follow the structure specified in the tender documents. The bidder must confirm that the goods are not subject to international sanctions and do not originate from sanctioned regions. The bidder must also confirm that it will not involve, for more than 10% of the contract value, subcontractors or suppliers who are Russian nationals, residents or entities established in Russia, or persons or entities owned by or acting under the instructions of such parties. The contracting authority may reject a bid that would result in a contract prohibited under the applicable sanctions rules.
