Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must declare whether it or its representatives have relevant final convictions, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking. The grounds also cover unpaid taxes or social security contributions; bankruptcy, insolvency, liquidation, suspended business or similar situations; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing the procurement; significant failures under previous contracts; false or withheld information, failure to provide requested documents, or attempts to obtain confidential information or improperly influence the procedure. Further grounds include breaches of environmental, social or labour-law obligations, enabling unlawful employment of foreign nationals, international sanctions, tax offences, and restrictions on the right to participate based on the bidder’s place of establishment. The tax and social contribution grounds indicate a threshold of EUR 0, with the stated national-law exception for debts below EUR 100 or debts under a payment schedule. Where permitted, the bidder may provide evidence of remedial measures to demonstrate reliability.

Qualification criteria and exclusion grounds

The bidder must submit a technical offer that enables the contracting authority to verify compliance with every requirement in the technical specification; a general statement of compliance alone is insufficient. The offer must also include an informational price table for equipment components, and the total price must follow the structure specified in the evaluation criteria and price indicators sheet. Conditional bids are not permitted. The bidder must provide written confirmation from the equipment manufacturer proving that it is an authorised reseller of the offered equipment. The confirmation must have been issued no earlier than six months before the bid submission deadline. The bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions. For procurements above the international threshold, the bidder must also confirm that it will not involve, for more than 10% of the contract value, subcontractors or suppliers who are Russian nationals or residents, are established in Russia, are owned by such persons or entities, or act on their instructions. For a joint bid, the bidders must submit a digitally signed or signed and scanned power of attorney appointing an authorised representative from among them. The bidder must identify and justify any information designated as a trade secret; the bid price and figures relating to evaluation criteria may not be treated as trade secrets. The ESPD requires the bidder to provide the relevant suitability and exclusion-ground declarations; the available text specifies no separate turnover or prior-experience threshold.
