Participation requirements

Tender requirements are available in the official tender documents.

Compliance requirements

The bidder must confirm that no grounds for exclusion apply to it or to members of its management, administrative or supervisory bodies, or its representatives. These grounds include final convictions within the past five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, and the unlawful use of child labour or human trafficking. The bidder must also have no outstanding tax or social security contribution debts. The notice sets the threshold for tax debt at EUR 0 and states that a tax-debt certificate is not issued where the debt is below EUR 100 or its payment has been deferred. Grounds for exclusion also include enabling a foreign national who is unlawfully present in the country to work, or enabling violations of the conditions for a foreign national's employment in Estonia, as well as circumstances in which concluding the contract would breach an international or Estonian sanction. If an exclusion ground applies, evidence of remedial measures to restore reliability may be provided only where permitted by law or specified in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have annual turnover of at least EUR 65,000 in each of the financial years 2023, 2024 and 2025. In addition, during the 60 months preceding publication of the contract notice, the bidder must have completed at least one comparable works or supply contract. Comparable work means manufacturing and installing an information board, directional sign or other outdoor information or wayfinding sign system in a public space. For a joint tender, a power of attorney appointing an authorised representative for the joint bidders must be submitted. The tender must comply with the tender documents and must not be conditional. Any equivalence must be explained and supported by evidence where necessary. The tender price must follow the price form and structure specified in the tender documents. The bidder must identify any trade secrets and justify their designation; the tender price and figures used to assess the award criteria may not be classified as trade secrets. The precise award criteria were not available in the supplied text and should be checked in the tender documents.
