The bidder must declare whether it or its representatives have relevant final convictions, including for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour or human trafficking. The grounds also cover breaches of tax or social security payment obligations; bankruptcy, insolvency, liquidation or suspended business activity; serious professional misconduct; agreements intended to distort competition; conflicts of interest or involvement in preparing the procurement; serious failures under previous contracts; false or misleading information, failure to provide requested information or documents, or attempts to obtain confidential information. Environmental, social and labour-law breaches, enabling the unlawful employment of a foreign national, international sanctions, and tax offences are also covered. The notice sets the threshold for tax and social security arrears at EUR 0; its explanatory text notes that, under Estonian rules, a tax arrears certificate is not issued where the relevant debt is below EUR 100 or payment has been deferred. Where a ground applies, the bidder may provide evidence of measures taken to restore its reliability if such remediation is permitted for this procurement.

The bidder must meet these financial and technical qualification requirements: - Medical-device sales turnover: at least EUR 60,000 per year during the three most recent financial years. If the bidder has operated for less than three years, the average turnover over its period of activity applies. The successful bidder must provide turnover information on request if the contracting authority cannot obtain it from public databases. - Relevant experience: within the 36 months preceding the start of the procurement, the bidder must have sold and maintained medical devices under at least three separate transactions: one worth at least EUR 60,000 and two worth at least EUR 30,000 each. The bidder must provide details of properly performed contracts; the successful bidder must provide client confirmations, handover and acceptance records, or equivalent evidence on request if the information is not available in public databases. - The bid must include the completed Technical Description (Annex 1), manufacturer’s technical documentation sufficient to assess compliance, and manufacturer-issued maintenance plans. At least two maintenance engineers or technicians must be proficient in spoken and written Estonian and trained to repair and maintain the offered equipment; training certificates must be submitted. - The equipment must have a warranty of at least 12 months. The bidder must carry out warranty work at its own expense, and the maximum repair time is 48 hours unless spare parts need to be ordered. The price must follow the specified price schedule. If submitting a joint bid, the bidders must appoint an authorised representative and include their power of attorney. Conditional bids are not permitted; any claimed equivalence must be explained and supported with evidence.
