The bidder must not be subject to any of the exclusion grounds set out in § 95(1) of the Estonian Public Procurement Act. The bidder must submit the declaration using Form 1 in Annex 1 of the tender documents.

The bidder must have properly performed at least one similar contract during the three years preceding the procurement procedure. A similar contract must cover at least 1,000 hours per year of personal assistant, support person, home care, or counselling services for people with disabilities. The bidder must provide a list and details of the completed contracts, together with confirmations, using Form 2 in Annex 1. For the contract period, the bidder must have premises available in Tartu for providing the service. The premises must be heated, in good sanitary condition, and suitable for receiving and counselling clients. They must have a shared toilet and handwashing facilities; at least 50% must be on the ground floor or accessible by lift. A wheelchair user must be able to enter, with a ramp or lift where necessary. The premises must be no more than 500 metres from a local public transport stop and accessible to users of adapted transport. The bidder must confirm these conditions using Form 6 in Annex 1. The bidder must also submit the confirmations required by Forms 3 and 7 in Annex 1. For a joint bid, the bidders must appoint an authorised representative and submit the power of attorney using Form 5 in Annex 1.
