Qualification criteria and exclusion grounds
The bidder’s net turnover from all business activities must have been at least EUR 530,000 in each of the last three financial years completed by the start of the procurement. If the bidder has operated for less than three years, the threshold applies to each completed financial year during its period of operation. The bidder may not rely on another entity’s turnover, references or other technical or professional capacity, including resources of a manufacturer, group company or subcontractor. Within the 60 months before the tender submission deadline, the bidder must have properly completed at least one similar contract for supplying an industrial washing or cleaning line for reusable crates, containers or other load carriers in the food industry or a production environment with comparable hygiene standards and operating intensity. The contract must have included installation, commissioning and handover to the customer. The bidder must provide the contract period, customer name and country, solution description, scope of its own work and customer contact person; the contracting authority may verify the information and request further evidence. Joint bids and conditional bids are not permitted. The offer must confirm compliance with the procurement documents and the technical specification, identify the manufacturer and model or project designation, and include the complete solution configuration. Manufacturer-specific documentation, the bidder’s technical description or equivalent manufacturer confirmation must substantiate crate compatibility, guaranteed throughput, washing and drying results, process stages, technical interfaces, resource consumption, dimensions, noise level, and key safety and control information. The fixed total price excluding VAT must cover the complete required solution and may not leave any mandatory component as an option. A price quotation on the bidder’s standard form must state at least the bidder’s details, date, quotation number and currency, total price excluding VAT, VAT, scope and delivery time, payment terms, warranty, validity period and exclusions. All deviations, limitations, assumptions, exclusions and work to be additionally provided by the contracting authority must be listed together. The offer must remain valid for at least three months from the submission deadline.
