The bidder and its relevant representatives must not have applicable convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or human trafficking, or the specified national offences concerning the employment of persons without a lawful basis and tax offences. Grounds for exclusion also cover unpaid taxes or social security contributions; breaches of environmental, social or labour obligations; bankruptcy, insolvency, liquidation or suspended business activity; serious professional misconduct; agreements distorting competition; conflicts of interest or involvement in preparing the procurement where the resulting advantage cannot otherwise be remedied; significant or repeated breaches of earlier contracts; false or withheld information, failure to provide requested documents, or attempts to improperly influence the procedure or obtain confidential information. The bidder must also confirm that contracting with it would not breach applicable international or national sanctions. The tender documents additionally prohibit participation by businesses established or resident in Russia or Belarus, including entities whose capacities are relied upon. Where the applicable EU sanctions restriction applies, Russian-linked subcontractors and suppliers may not account for more than 10% of the contract value. Where the law permits, the bidder may provide evidence of measures taken to restore its reliability.

For each lot, the bidder must have provided similar services during at least 12 consecutive calendar months within the 36 calendar months preceding the tender submission deadline. Similar services include repair, maintenance and general construction work on buildings, structures or other property, such as minor refurbishment, interior finishing, tiling and grouting, floor-covering repairs, and repair or installation of fixtures and equipment. The bidder must demonstrate at least 1,500 working hours of such services, evidenced by one reference contract or by up to two contracts together. The reference information must identify the client and its contact details, the service location and a brief description of the sites, the service period, the work performed and total hours; where the contract resulted from a public procurement, provide its reference number. The bidder must submit an unconditional tender confirming compliance with the tender documents, present its price in the specified structure, and explain any claimed trade secret; prices and other specified evaluation figures cannot be treated as trade secrets. Where equivalence is relied upon, explain it and provide supporting evidence. Joint bidders must appoint an authorised representative and include the relevant authorisation. The prescribed form of declarations and bidder information must also be completed.
