Compliance requirements

The bidder must confirm that none of the exclusion grounds set out in Section 95(1) and (4) of the Estonian Public Procurement Act apply to it. The bidder must also confirm that the goods offered are not subject to international sanctions and do not originate from sanctioned regions; otherwise, the tender may be rejected.

Qualification criteria and exclusion grounds

Within the 36 months preceding the commencement of the procurement, the bidder must have properly completed at least one contract similar to the subject matter of this contract, under which services were provided for a period of at least 6 months. A similar contract must have involved heating one or more buildings using a temporary or mobile boiler plant installed or placed into use by the bidder, including operation, maintenance and fuel supply for that plant. The bidder must submit an overview of the completed contract. The bidder must submit a tender in accordance with the conditions set out in the tender documents; conditional tenders are not permitted. The tender price must be submitted in the required structure using the price form in Annex 2. Where necessary, the bidder must provide explanations and evidence of equivalence. The bidder must confirm that the goods offered are not subject to international sanctions and do not originate from sanctioned regions.
