The bidder must confirm that neither the company nor its representatives are subject to exclusion grounds, including final convictions for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering or terrorist financing, child labour or other forms of trafficking. The requirements also cover tax and social security payment arrears, breaches of environmental, social or labour law, bankruptcy or insolvency proceedings, liquidation, agreements with creditors, suspended business activities, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement, serious breaches of previous public contracts, false or missing information, failure to provide requested documents, and attempts to obtain confidential information or improperly influence the contracting authority. The bidder must also comply with national exclusion grounds concerning illegal employment of foreign nationals, international sanctions and convictions for tax offences. Where applicable, the bidder may provide evidence of remedial measures restoring its reliability. The bidder must confirm that taxes and social security contributions have been paid or that a binding arrangement for payment has been made.

The machine-readable notice does not specify precise financial, technical, professional experience, staffing, turnover or certification requirements; these must be checked in the official tender documents. The bid must comply with all procurement documents and must be unconditional. The price must be submitted using the structure specified in the sheet titled “Award criteria and rated values”. The bidder must explain and provide evidence for equivalence where the bid uses equivalent standards, technical specifications, labels, products or other references. The bidder must identify any trade secrets and justify that designation; the bid price and other specified numerical figures relevant to evaluation may not be classified as trade secrets. Before submitting a bid, the bidder must inspect the site by prior arrangement on working days from 10:00 to 16:00 between 14 September 2026 and 24 September 2026; the inspection will be recorded in writing.
