Replacement of engines at Ruhnu DEJ

The bidder must confirm that no mandatory exclusion grounds apply. These include relevant convictions of the bidder or its authorised representatives for criminal organisation, breach of duty, corruption, fraud, terrorism-related offences, money laundering, unlawful employment of foreign nationals, illegal child labour or human trafficking. The bidder must also have no outstanding national taxes, duties or environmental charges, no tax or social security debt under the law of its country of establishment, and contract award must not violate international or Estonian sanctions. The contracting authority may also exclude a bidder that has seriously or repeatedly breached an earlier public contract, or has submitted false information or failed to provide required information or supplementary documents.

The bidder must have been the official Estonian representative of the manufacturer of the offered diesel engines for at least five years. This must be proven by a manufacturer’s confirmation or equivalent evidence, together with confirmation that spare parts will be available for at least six years after delivery. During the 36 months preceding the start of the procurement, the bidder must have properly completed contracts involving the sale, installation, configuration and commissioning in Estonia of at least five automatically starting diesel-generator engines with a capacity of at least 40 kVA. A list of these contracts must be submitted using Form 3, including the required engine, customer, location and contract-performance details. The bidder must also provide service and repair support in Estonia, maintain a permanently operating service and repair team of at least three people, and during each 12-month period within the preceding 36 months have serviced or repaired at least ten diesel generators with a capacity of at least 40 kVA. The required staff names and equipment service or repair list must be submitted. The bid must include the completed price offer table, authorised signatory and contact-person details, a power of attorney where necessary, and a technical description with manufacturer datasheets. The technical information must cover the engine manufacturer, make, model and type; power; rotational speed; cooling system; service interval; expected service life; engine-block heater; radiator and filters; emissions compliance; compatibility with the existing V220C2 (Fogo FDF 200V) generator set and control panel; and the installation, connection, configuration and commissioning solution. The bidder must accept the procurement-document requirements without conditions, provide at least 24 months’ warranty for the equipment, materials and works, and provide at least 24 months or 3,000 operating hours’ warranty for the diesel engines, whichever occurs first. During the warranty period, the bidder must be able to travel to Ruhnu within 24 hours of notification for repairs.
