Compliance requirements
The bidder must confirm that neither the bidder nor its management or supervisory board members, procurists or authorised representatives have received a final conviction during the last five years for participation in a criminal organisation, corruption, fraud, terrorism, money laundering, terrorist financing, illegal employment of children or human trafficking-related offences. The bidder must also have no outstanding taxes or social security contributions, except in legally permitted cases such as a deferred payment arrangement or a binding agreement to settle the obligations.
The bidder must confirm that it is not bankrupt, being liquidated, subject to insolvency proceedings or in a similar situation; that its assets are not managed by a liquidator or court; and that its business activities have not been suspended. Exclusion may also result from breaches of environmental, social or labour law, serious professional misconduct, agreements restricting competition, a conflict of interest, an unjustified advantage gained through involvement in preparing the procurement, a material breach or early termination of a previous contract, or the submission of false information or failure to provide required documents.
The contracting authority will also check the employment of unlawfully staying foreign nationals, the applicability of international or Estonian sanctions, convictions for tax offences and any local tax debt owed in the contracting authority’s area. The bidder must provide the required declarations in the ESPD and, where necessary, supporting evidence. In applicable cases, the bidder may provide evidence of measures taken to restore its reliability.
Qualification criteria and exclusion grounds
During the 36 months preceding publication of the contract notice, the bidder must have completed, as the main contractor, at least one design project for a similar building. The project must have been completed at least at the main design stage, concern renovation or new construction, relate to a building with more than 2,000 m² of closed net floor area, and have a value of at least EUR 30,000 excluding VAT. Similar buildings include, among others, residential buildings, office buildings, entertainment buildings, museums, libraries, educational and research buildings, hospitals and other healthcare buildings.
The ESPD must include the contract period, value, building’s closed net floor area, intended use, client details and the client representative’s contact details, including telephone number and email address. For a public procurement contract, the reference number must also be provided.
The service must be delivered by a project manager holding at least a level 7 certified civil engineer qualification, specialised in building construction and qualified for preparing building design projects or managing design, or an equivalent level 7 authorised architect qualification. The qualification must correspond to EQF or be equivalent. The bidder must provide the project manager’s name, qualification, and the number, issue date and issuer of the supporting qualification document. For qualifications obtained outside Estonia, supporting evidence with an Estonian translation must be provided. At the contracting authority’s request, a signed project manager CV must be submitted.
The tender must comply with the procurement documents, be unconditional and present the price in the required structure. A joint tender must include a power of attorney. If the bidder relies on another entity’s capacities, that entity’s consent to participate in contract performance must be included. Visiting the site at Tallinna maantee 40a, Pärnu, and signing the site-visit registration sheet are prerequisites for submitting a tender. Site visits take place on 16 September 2026 and 22 September 2026 at 14:00. Where applicable, explanations and evidence of equivalence must be provided.
