Compliance requirements

The bidder must confirm that the bidder, its management or supervisory board members, and authorised representatives have not been finally convicted within the last five years of participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or offences involving child labour or human trafficking. Exclusion may also apply for unpaid taxes or social security contributions, breaches of environmental, social or labour-law obligations, bankruptcy, liquidation or other insolvency proceedings, an arrangement with creditors, assets administered by a liquidator or court, suspended business activity, serious professional misconduct, anti-competitive agreements, an unresolved conflict of interest, or prior involvement in preparing the procurement. The bidder must also disclose material breaches of previous public contracts, early termination, damages or penalties, as well as false information, failure to provide required information or documents, or attempts to obtain confidential information. The bidder must not have been convicted of enabling the employment of an unlawfully resident foreign national, and must not be subject to exclusion relating to international or Estonian sanctions or to participation restrictions set in the tender documents. Where applicable, the bidder may provide evidence of measures taken to restore its reliability. Tax and social security obligations must be fulfilled, or covered by a binding payment arrangement.

Qualification criteria and exclusion grounds

The bidder must provide a team of at least two experts. Each expert must have at least a master’s degree in natural sciences or equivalent education and at least 12 months of work experience in agricultural data modelling or climate-impact analysis. Expert details must be submitted using the “Team Requirements” form, with sufficient information to assess compliance. The bidder must have written confirmations from the experts allowing the processing of their personal data and confirming their participation in the team. The experts named in the tender must be used during contract performance, unless the contracting authority gives prior approval to experts with at least equivalent experience.
