The bidder must confirm that neither it nor its management, supervisory or representative persons are subject to exclusion grounds. These include final convictions within the relevant five-year period for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and the use of child labour or other forms of trafficking. The bidder must also have no tax or social security contribution arrears, unless the obligations have been paid or a binding payment arrangement has been concluded. Other grounds include breaches of environmental, social or labour law, bankruptcy, liquidation or other insolvency proceedings, agreements with creditors, assets managed by a liquidator or court, suspended business activity, serious professional misconduct, anti-competitive agreements, conflicts of interest, involvement in preparing the procurement that creates an advantage, serious or repeated breaches of previous public contracts, submission of false or missing information, failure to provide requested documents, improper attempts to influence the contracting authority, unlawful employment of foreign nationals, international sanctions, and relevant tax offences. The bidder must provide the required declarations and, where applicable, evidence and information about any remedial measures taken to restore reliability. The contracting authority may also check exclusion grounds and qualification compliance for subcontractors on whose capacity the bidder relies.

The bidder must have provided the services covered by this contract during the 36 months preceding the start of the procurement and must have properly completed at least one contract for designing an external electrical installation. The bid must include the contract description, value, signing date, details of the other contracting party and, for a public contract, the procurement reference number. A confirmation letter from the client may also be submitted to speed up verification. The bidder's team must include at least one qualified specialist: a diploma-level electrical engineer, level 6, with competence in design. The bidder must provide the specialist's details and professional certificate number; a copy of the diploma or professional certificate must be included if the qualification cannot be verified in the Estonian professional register. If subcontractors are used, the bidder must state their percentage of the total contract value on the required form, submit the subcontractor's consent and provide a separate European Single Procurement Document where the bidder relies on that subcontractor's capacity. The tender must comply with the procurement documents, contain all required documents and forms, and may not be conditional. The price must follow the required price-table structure, be stated in euros excluding and including VAT to two decimal places, and include all costs, taxes, duties, overheads, profit and other expenses necessary to perform the work. Any proposed equivalent solution must be explained and supported by evidence where required.
