Provision of security services at five EKM sites from 1 March 2027 to 28 February 2030

The bidder and any entity whose resources are relied upon to demonstrate the bidder’s qualifications must confirm that none of the exclusion grounds under § 95(1) of the Public Procurement Act apply to them. The contracting authority may also exclude a bidder for serious breaches of previous public contracts under § 95(4)(8). Submission of false information or failure to submit required qualification information may constitute an exclusion ground under § 95(4)(9). Where relevant, these grounds are also checked in respect of any relied-upon entity. A bidder, joint bidder or relied-upon entity established or resident in the Russian Federation or the Republic of Belarus may not participate. The bidder must confirm that it will not involve, for more than 10% of the contract value, persons or companies covered by Russian sanctions, or entities connected with them, as subcontractors, suppliers or relied-upon entities. The bidder must also confirm that the goods offered are not subject to international sanctions and do not originate from a sanctioned region.

The bidder must hold the activity licence required under § 12 of the Security Activities Act or the applicable exemption; reliance on another entity’s licence is not permitted. The bidder’s net turnover must have been at least EUR 6,000,000 in each of the last three financial years completed before the procurement procedure began. If the financial year corresponds to the calendar year, the relevant years are 2023, 2024 and 2025. During the 36 months preceding publication of the contract notice, the bidder must have properly performed one or more security service contracts under which, for at least 12 consecutive months at each site, manned guarding was provided at no fewer than three sites, technical security services at no fewer than three sites, and patrol services at no fewer than two sites. In addition, the bidder must have provided alarm transmission services for automatic fire alarm systems at no fewer than two sites for at least 12 consecutive months during the same period. For all references, Form 1 must include the contract, contracting partner, contact, site address, service and contract validity details, and the procurement reference number where the contract resulted from a public procurement procedure. The bidder must assign a project manager to perform the security services. The project manager must hold a Security Manager, level 5 professional certificate or equivalent qualification and have at least three years of management experience in the security services sector during the last five years. This experience must include managing manned guarding at at least three sites, technical security services at at least three sites, patrol services at at least two sites, and alarm transmission services at at least two sites. The bidder must submit the project manager’s digitally signed CV using Form 4 and evidence of the experience, such as a client confirmation using Form 5, a contract or a contract document signed by the client. If the qualification was obtained outside Estonia, recognition by the competent Estonian authority must be provided where applicable. The nominated project manager must actually participate in contract performance. The provider of alarm transmission services must be registered in Estonia in the Register of Economic Activities for the activity “provision of communications services”, with Estonia as the geographic area, or must provide equivalent evidence of the right to provide the service. If the required licence or registration is missing, the bidder must involve a subcontractor holding the relevant licence or registration and submit Form 6 together with the subcontractor’s confirmation. The bidder must have a quality management system in the security activities field meeting at least ISO 9001 requirements, or an equivalent system. The bidder must provide the relevant information in Form 1 and, where necessary, a certificate copy or confirmation from an independent audit firm or accredited certification body. The bid must include the price table in Form 3 and the public procurement participation statement in Form 6. In a joint bid, the power of attorney and confirmation of joint and several liability must be submitted using Form 2. The bid must cover all conditions in the contract notice and tender documents, and a digitally signed confidentiality protection confirmation must be submitted before receiving the site-specific technical description.
