Compliance requirements
The bidder must confirm that neither the bidder nor its representatives or persons exercising control have relevant final convictions, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or child labour and other forms of trafficking. The bidder must have fulfilled its tax and social security payment obligations. The bidder must not be bankrupt, insolvent, in liquidation, subject to comparable proceedings, under the administration of a liquidator or court, have suspended business activities, have committed serious professional misconduct, entered into agreements distorting competition, have an unavoidable conflict of interest, participated improperly in preparing this procurement, or have had a previous public contract terminated early or subject to damages or comparable sanctions because of a material or persistent breach. The bidder must not have submitted false or misleading information, withheld required information, failed to provide requested documents, or improperly sought confidential information or influenced the contracting authority. The bidder must not fall under the national exclusion grounds concerning unlawful employment of foreign nationals, international sanctions, or relevant tax offences. The bidder must also confirm that its registered or residential location is not in the Russian Federation or the Republic of Belarus. Where permitted, evidence of measures restoring reliability may be submitted.
Qualification criteria and exclusion grounds
The bidder must have completed at least two contracts during the 36 months preceding the start of the procurement, concerning a nationwide study in the field of education and/or social affairs. The bidder must provide, in the European Single Procurement Document, the contract values, dates, other contracting parties and other required details. The bid must also include the research team list and CVs using Annexes 3 and 4. The bidder must submit a research plan and methodology addressing the research problem, suitability and detailed description of the methodology, research ethics, data management, risk analysis and study organisation. Any joint bidders must submit an authorisation naming their representative. The bid must follow the required price breakdown structure and include the participation statement and confirmations in Annex 2.
