Compliance requirements
The bidder must confirm that it does not breach the contracting authority’s restriction on submitting a tender and is not excluded from participation because of its place of establishment or residence. The restriction may arise from the Public Procurement Act and from country or location conditions set out in the tender documents. If the relevant information is available electronically, the bidder must provide the web address, code and issuing authority. This requirement applies to all lots.
Qualification criteria and exclusion grounds
The machine-readable procurement passport contained no qualification or suitability criteria. To ensure compliance, the bidder must submit an unconditional tender in accordance with the procurement documents and enter the tender price using the structure specified on the page for award criteria and scored indicators. In the case of a joint tender, a power of attorney appointing a jointly authorised representative must be submitted. Any other precise requirements concerning qualifications, experience, turnover or professional competence must be checked in the tender documents.
