Specialist medical care service (oral and maxillofacial surgery)

The contracting authority will exclude a bidder if any exclusion ground set out in Section 95(1) of the Public Procurement Act applies. The contracting authority may also exclude a bidder if a ground under Section 95(4) applies. When submitting the bid, the bidder must confirm that no such exclusion grounds exist. Before signing the contract, the contracting authority will verify the absence of the grounds referred to in Section 95(1) on the basis of evidence. The bidder must also confirm that it will not involve subcontractors or suppliers representing more than 10% of the contract value who are citizens or residents of the Russian Federation, or businesses established in the Russian Federation, or who are directly or indirectly more than 50% owned by such persons or entities, or who act on their instructions. In addition, the bidder must confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories.

The bidder, and in the case of a joint bid each joint bidder, must hold on the date of submission an operating licence at the place of service delivery for outpatient oral, facial and maxillofacial surgery services. The licence must cover the locations where the service will be provided, and the bid form must state the licence number or numbers and confirm that the service will be provided in the premises on which the licence was issued. The bidder’s 2025 net turnover from healthcare services must be at least EUR 124,346. The required turnover is calculated per one doctor providing outpatient full-time consultations and increases proportionally according to the number of doctors and workload stated in the bid. The bidder must have provided outpatient oral and maxillofacial surgery services at least 50 times during the 12 months preceding the date on which the decision to call for tenders was made. In addition, the bidder must have experience in providing e-consultations in the offered specialty or be ready to provide e-consultations via the health information system, where this is required by law for the relevant specialty. The bid must include the completed bid form, the doctors’ confirmation, the healthcare institution’s confirmation and any other documents required by the bid form. In the case of a joint bid, the joint bidders’ power of attorney must also be submitted. If required in the bid, an application for additional services must be included.
