Specialist medical care service (cardiology)

The bidder must confirm that none of the exclusion grounds set out in Section 95(1) of the Public Procurement Act apply to it. The contracting authority may also exclude a bidder if a ground under Section 95(4) applies. Before contract award, the absence of the Section 95(1) grounds is checked on the basis of evidence. In addition, the bidder must confirm that subcontractors and suppliers accounting for more than 10% of the contract value are not citizens, residents or companies established in the Russian Federation, are not entities more than 50% owned by such persons or entities, and are not representatives of or acting on the instructions of such persons or entities. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories. If any of these confirmations is false, the bid may be rejected or the contract may be void.

The bidder, and in a joint bid all joint bidders, must hold an operating licence for outpatient cardiology services on the day the bid is submitted, and the licence must cover the locations where the service will be provided. The bid must state the licence number or numbers and confirm that the service will be provided in the premises on which the licence was issued. The bidder’s 2025 net turnover from healthcare services must be at least EUR 191,727. This requirement is calculated per one doctor providing outpatient full-time appointments and increases proportionally with the number and workload of doctors included in the bid. During the 12 months preceding the date on which the contract notice decision was made, the bidder must have provided outpatient cardiology services at least 50 times. At each location where the bidder intends to provide cardiology services, the bidder must have working ECG equipment on the day the bid is submitted, as well as equipment needed for 24/7 ECG monitoring and daily blood pressure monitoring. The bidder must provide the service locations, the serial numbers of the equipment, copies of documents proving purchase, leasing, rental, free use or other acquisition, and a photo showing the unique serial number of the device. A prior agreement is not sufficient. The bidder must also have provided e-consultations in the offered specialty during the 12 calendar months preceding the month in which the contract notice decision was made, or must be ready to provide e-consultations via the health information system by the bid deadline, if this is permitted by law for that specialty. The bid must also include the completed bid form, doctors’ confirmation, healthcare institution confirmation and any other required documents.
