Commissioning an analysis based on the PIAAC study “Skills and Lifelong Learning”

The bidder must confirm that neither the bidder nor its management, supervisory or representative persons have relevant final convictions within the last five years, or an ongoing exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or the use of child labour and other forms of human trafficking. The bidder must also have no outstanding tax or social security payment obligations. National exclusion grounds include enabling an illegally staying foreign national to work and being subject to international sanctions. The bidder must confirm that its registered or permanent place of residence is not in the Russian Federation or the Republic of Belarus. If an exclusion ground applies, the bidder may, where legally permitted or provided for in the procurement documents, submit evidence of measures taken to restore its reliability.

The bidder must have completed at least two contracts during the 36 months preceding the commencement of the procurement, involving a nationwide study in the field of education, humanities or social sciences. The bidder must provide the contract values, dates and contracting parties in the European Single Procurement Document. The tender must also include the list of study team members and the CVs of the team members using the required forms. The bidder must submit a research plan and methodology covering the research questions, the methodology and its justification, work organisation and schedule, risk analysis, ethics and data management. The required participation statement and confirmations, as well as the price breakdown, must be attached to the tender.
