Battery Sorting Line

Tenderers established in third countries are excluded. For this procedure, third countries are countries that are not EU Member States, EEA countries, parties to the WTO Government Procurement Agreement, or countries with a reciprocal EU free trade agreement covering public procurement. Tenderers must state their country of origin, meaning the country where the company is registered. Tenderers with outstanding state tax, mandatory contribution, environmental charge or social security liabilities are also excluded. Deferred or scheduled tax payments are acceptable. The contracting authority checks Estonian tenderers’ tax status directly; non-Estonian tenderers must provide evidence of no outstanding tax liabilities if requested.

The tenderer’s average annual sales revenue in the last three completed financial years before the procurement began must be at least EUR 1,000,000 per year. The tenderer must have completed at least two contracts during the 60 months before the procurement began for the design and construction of a battery sorting line with X-ray and AI functionality and a capacity of at least 350 kg/h. For each reference, provide a project description, the tenderer’s scope of work, completion month and year, and the client’s name and contact details. If another entity’s capacity is relied upon, that entity must perform the work or services to which its experience relates. The tenderer must hold a valid ISO 9001 certificate or an equivalent quality management system certificate and submit a copy. For financial evidence, signed financial statements or equivalent documents may be requested from tenderers established outside Estonia. The tender must include a comprehensive price offer or bill of quantities showing the proposed equipment, scope of work and pricing structure, as well as the completed technical requirements form and supporting technical specifications, drawings and diagrams. The offered line must guarantee at least 95% composition or chemical purity; submit a confirmation letter from at least one customer using the equipment, identifying the customer and equipment and stating the achieved purity. The warranty must be at least 24 months from commissioning and must not depend on a separate service agreement. The tender must remain valid for at least three months after the submission deadline. The tenderer must respond to a fault notification within 24 hours and, where needed, carry out remote diagnostics. If required, an on-site technician must arrive at the buyer’s production premises within 48 hours of notification. These services are included in the tender price during the warranty period. Delay penalties are EUR 100 per hour and capped at 5% of the total contract cost. Provide a description and annual price, excluding VAT, for regular maintenance over five years after acceptance; the annual prices must remain fixed and unindexed, and this maintenance is covered by a separate contract and excluded from the tender price. Defects during the warranty period are covered by the warranty, not regular maintenance. For a joint tender, appoint an authorized representative and attach the relevant power of attorney. The tenderer must accept the procurement documents, payment terms and contractual penalties, submit prices in the required structure, explain any claimed equivalence and provide supporting evidence, and identify and justify any trade secrets. Primary suppliers and subcontractors involved in manufacture or installation must follow equivalent environmental, safety and quality management principles. The tenderer must confirm compliance with anti-corruption requirements. The X-ray equipment must comply with applicable EU and national radiation safety rules and include integrated shielding; provide the required technical documentation, leak-test certificates and safety parameters needed for safe operation and to obtain the Estonian radiation practice licence.
