Design and construction works to improve the energy efficiency of Antsla wastewater treatment plant

The bidder must confirm that neither it nor its representatives, management or supervisory bodies are subject to exclusion grounds arising from final convictions within the last five years, or from an applicable exclusion period, for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour or other forms of human trafficking. The same checks apply to first-tier subcontractors during contract performance. The bidder must also confirm that it has no outstanding tax or social security payment obligations, no conviction for enabling unlawful employment of a foreign national, and is not subject to the national exclusion ground concerning an international sanctions subject. Tax or social security debts below EUR 100 or debts covered by an approved payment arrangement are addressed in accordance with the applicable rules. Participation by companies established in the Russian Federation or the Republic of Belarus is not permitted. The bidder must provide the required declarations and, where relevant, information or evidence concerning any exclusion ground and remedial measures restoring reliability.

The bidder’s average annual turnover for the period 1 January 2023 to 31 December 2025 must be at least EUR 160,000. Within the 120 months preceding the start of the procurement, the bidder must have properly completed at least two contracts involving the construction, reconstruction or energy-efficiency improvement of wastewater treatment plant process, equipment, electrical or automation solutions. Under at least one contract, the wastewater treatment plant must have had a designed pollution load of at least 1,000 population equivalents. At least one contract must have included the installation or upgrade of a wastewater treatment plant remote monitoring and control system (SCADA). Evidence and client contact details for the completed contracts must be provided. The proposed team must include a project manager and a site manager holding a level 6 water supply and sewerage engineering qualification, specialised in external water supply and sewerage and construction management, or an equivalent qualification from the country of establishment. The design team manager must hold a level 7 diploma-level water supply and sewerage engineering qualification, specialised in external water supply and sewerage and design management, or an equivalent qualification. The electrical, automation and SCADA specialist must hold a Class B electrical work competence certificate or an equivalent qualification. One person may perform both the project manager and site manager roles if all requirements for both roles are met. If a key person’s employer participates as a subcontractor or does not participate in the tender, the bidder must submit that employer’s confirmation. The bidder, a consortium member or a subcontractor must be registered in the Estonian Register of Economic Activities or an equivalent professional register in its country of establishment for construction of public water supply and sewerage systems, including pumping stations and treatment plants, and for electrical installation design and construction, including installation. A free-form confirmation of the required registrations must be submitted; foreign operators must provide equivalent registration evidence. Subcontractors participating directly in performance must be listed on Form 5 and must provide written consent to participate. The completed unit-price schedule, the required tender notice, and, where applicable, a power of attorney for a person signing without signing authority must be submitted. Consortium bidders must appoint an authorised representative and submit the signed consortium confirmation. The tender must comply with the procurement documents; any claimed equivalence must be explained and supported by evidence. The bidder must also provide the required confirmations concerning sanctions, confidentiality and acceptance of the procurement conditions.
