Compliance requirements
Tenderers originating from a third country are excluded. For this purpose, a third country is one that is not an EU Member State, an EEA country, a party to the WTO Government Procurement Agreement, or a country with which the EU has concluded a reciprocal free trade agreement containing public procurement provisions. The tenderer must confirm that it does not originate from such a country and state its country of origin.
Qualification criteria and exclusion grounds
The tenderer’s annual sales revenue must have been at least EUR 4,000,000 in each of the last three financial years. A tenderer that is not an Estonian company must be prepared to provide signed financial statements or similar documents as evidence.
The tenderer must have delivered at least two offset printing presses during the 36 months before the procurement procedure began. For each reference, provide the customer’s name, the contract scope (including the systems’ output capacity), the customer representative’s contact details, and the acceptance date stated by month and year.
The offer must include a comprehensive price quotation or bill of quantities showing the proposed solution, equipment specifications, scope of work and pricing structure. The tenderer must complete the technical requirements form in Annex 1 and provide equipment specifications and, where needed, drawings identifying the main equipment parts and manufacturers of the main components. Where equivalence is relied upon, explain it and provide supporting evidence.
Joint tenderers must appoint an authorised representative from among themselves and include the authorisation. Conditional offers are not permitted. The price must follow the structure specified in the tender documents. The tenderer must identify and justify any information claimed as a trade secret; the price and price components, as well as other specified evaluation-related figures or characteristics, may not be designated as trade secrets.
The tenderer must accept the payment schedule: 15% advance payment after contract conclusion, 80% before delivery (the contracting authority may request proof of readiness for delivery), and the remaining 5% after completion of the works. The payment deadline stated on invoices must be at least 8 calendar days. The tenderer must also accept the contractual penalty terms specified in clause 2.2.3 of section 2.2 of the procurement document and offer a warranty of at least 12 months from completion of the works.
For technical issues, the tenderer must respond by email or telephone within one working day after notification. During the warranty period, if needed, an onsite technician must be sent to the buyer’s production premises within one working day of notification. The response obligation applies Monday to Friday, 08:00–16:00 Estonian time, excluding weekends and public holidays. If notification arrives outside those hours, the response period starts at 08:00 on the next working day. The tenderer must confirm acceptance of these requirements.
