The bidder must confirm that it is not subject to the exclusion ground concerning breach of obligations related to international sanctions under § 95(1)(5) of the Estonian Public Procurement Act. The contracting authority may request additional information or evidence if there is a justified doubt. Participation is restricted to businesses established or resident in Estonia, another EU Member State, an EEA contracting state or a country that has acceded to the WTO Government Procurement Agreement, as specified in the tender documents. These grounds apply to all lots.

No separate financial, professional experience or other qualification criteria were specified in the machine-readable notice. The bidder must submit a free-form description of the magazine concept, including a plan for promoting the articles and their concrete outputs, the intended dissemination of the topics among the target groups, publication of the articles in other outlets and the proposed activities. The bid must also include a production activity plan and schedule for one issue, with at least weekly precision and covering key activities such as convening the editorial board, collecting source materials, preparing articles and illustrations, transferring source materials, approvals and printing. Joint bidders must appoint an authorised representative and submit the relevant authorisation. A conditional bid is not permitted, and the bidder must confirm compliance with all tender document requirements. The bidder must confirm that environmentally friendly solutions will be preferred during contract performance, including online meetings where possible, optimised digital file sizes and deletion of unnecessary digital materials after performance.
